Doh! I figured something like this might happen.  So, the obvious question is,
why don't we have any test coverage for this :)  Maybe we need to build out some
sort of test coverage for bindep, since it exposed missing coverage.

As for the fix right now, ya. I guess we just pick a random gate to pass on
bindep files?
