Open Stack

If you look at the sidebar for the Install Guide, for example at
http://docs-draft.openstack.org/33/216033/4/check/gate-openstack-manuals-tox-doc-publish-checkbuild/78442d3//publish-docs/draft/install-guide-obs/index.html

you'll see that the TOC is duplicated. This is our old friend using only 
together with toctree. This does not work due to the way that Sphinx parses.

I have a workaround in change:

This leads now to a proper sidetable for all builds besides Debian - for 
Debian there's no sidetable anymore.

I won't be able to fix this myself in the near future, so ask that 
somebody looks into this. Either take my change, enhance it - or do 
something completely different...
