That's a good question. The https://review.openstack.org/212356
change moved our upper constraint for os-client-config from 1.6.1 to
1.6.3 and so should have shielded your environment from the impact
of the bug in 1.6.2. If you have more complete logs from the
environment setup portion of one of your failing job runs, that
might help us identify how 1.6.2 was being installed even though it
didn't match the constraints list.
