That error almost always means your preferred E-mail in Gerrit does
not match the primary E-mail address in your Foundation Individual
Member profile.

It also _sometimes_ instead means your member level is "community
member" rather than "foundation member" but you can check that by
looking for a button on https://www.openstack.org/profile/ at the
top-right of the page to allow you to switch it (this can happen if
you had previously created a foundation account as a conference
presenter or to vote on session proposals).
