[OpenStack-Infra] Please turn off verification voting for Big Switch CI

Just wanted to confirm that we have turned off -1 on failed builds. We
have also triggered rechecks on any failed builds. We have also fixed
the issue with permissions to the tempest log.

To confirm, the failures were not random.
