[OpenStack-Infra] description of gerrit headless users

Currently the rules at
http://ci.openstack.org/third_party.htm<http://ci.openstack.org/third_party.html>l
say "All CI comments must contain a link to a contact page with the
details"  (note that my previous email purposes a small change to those
rules)

Looking at this example of the arista bot, it is not putting a link in the
comment it added:
https://review.openstack.org/#/c/30988/
