Hi, I'm a wikimedian and my main experience with OpenStack is at 
wmflabs.org.
I just want to add some short comments on

which seems to contain some mistakes about translatewiki.net:
1) "Cross-project translation teams": I don't know what you mean exactly 
but it should be a "Yes", example

2) "Cross-project translation memory" is definitely a "Yes", it could 
even be shared between different wikis (so not only from all 
translatewiki.net projects but also Wikimedia wikis)

3) "good interface"... I guess it's about opinions, but ensure your 
assessment is about the new interface

4) "Hosted vs. Self-hosted": you can self-host it and it has extensive 
documentation <https://www.mediawiki.org/wiki/Extension:Translate>; as 
said above a shared translation memory can be discussed.

Then there are some unclear points:
5) "Management workflows that fit OpenStack process" is unclear, how is 
OpenStack's process different from e.g. MediaWiki's? I know it's hard to 
believe for people coming from other localisation platforms, but 
Translate is designed to let translators translate and developers 
develop; it doesn't break your translations or build as e.g. Transifex 
reportedly does.
6) "Bug Tracker Integration": I'd like to know more about your needs. By 
using the on-wiki support request interface and Semantic MediaWiki, we 
manage more tickets than the busiest MediaWiki's bugzilla components.

7) "Support for all common translation formats": do you have so many 
formats? :) I suppose you only care about those you use, don't you? What
