[OpenStack-Infra] Github Notifications for Automated Systems

Greetings Infrastructure Team -

I've started a little project to build "vanilla" OpenStack packages for
various distributions. Eventually, they will go through an automated
functional testing suite, yadda, yadda, yadda, but right now I'm just
trying to get the build process going in a sane mannor.

The issue I'm having is that I don't want to poll the Github repos using
my Jenkins and instead would like to use some type of push
notifications. However, since Github doesn't allow users to add push
notifications to projects they don't own it's been a struggle.  I've
thought about a method where I can instead poll against their
notification system and watch the repos I care about, and I may still do
that, but I also found that there is Amazon SNS integration with Github
now.

My question is, would it be possible for the OpenStack repos to enable
the SNS notifications (I'll even pay for the SNS topics) so that other
ecosystem projects can subscribe to commit events against the repos?
