[OpenStack-Infra] Moving git2lp mappings to projects.yaml

And here is a test for git2lp mappings:

I've check it on openstack-infra/gearman-plugin, it's not presented in the
initial git2lp mapping [1]. I've created an issue [2] in lp/openstack-ci
repo and then upload a test change request [3] with "Closes-bug" and it
updates issue status, so, git2lp mapping using project.yaml works ok.
