Thx, Daisy. I made a rough review in DE and it looks very good to me. I would accept this, maybe Andreas or Robert want to add 2 cents.

I created a separate project named as "ibm-translations" in translate.openstack.org,
and asked IBM team to upload their translations there for review.
https://translate.openstack.org/iteration/view/ibm-translations/mitaka/documents
It contains translations to nova.pot, glace.pot, cinder.pot, keystone.pot, neutron.pot and ceilometer.pot, which will not overwrite the existing community translations.
The languages are: de  es  fr  it  ko_KR  pt_BR  ru  zh_CN  zh_TW.
Japanese translations are under improvement based on the feedback. So it is not included in this batch.
 
I know some language team choose not to review those translations.
But anyway, we need a way to do pre-review before IBM contributes them.
I select "project" other than "version" to store IBM translations in Zanata for pre-review because:
I find it's able to do the merge within different projects. 
Using a separate project to store IBM translations will not affect our existing projects and versions.
"project" are light weight comparing with "version". It contains the only documents of IBM contributions.
 
Team who want to do the review, please, notice project "ibm-translations" is only for pre-view. The pre-view is used to do a rough review, checking the quality overall, and making the decision whether you would like to accept those translations. It's a overall check before IBM upload those translations to OpenStack projects.
If you want to do the detail review, e.g. approve, reject, modification, please do it in OpenStack projects, after IBM team upload these translations to OpenStack projects.
"ibm-translations" is not a permanent project. When it is deleted sometime in the future, all your contributions to this project will not be credit any more.

Thank you for the offering, Doug.
In my mind, any contributions to i18n community are appreciated and respected,
not only translations, but also reviews and comments.

Here are my thoughts.

1. Japanese team has made a lot of comments to IBM contributions in Liberty release.
IBM please revise your Japanese translations based on the comments, before uploading the translation.

2. I'd like to hear more language coordinators' inputs:
de es fr it ko_KR pt_BR ru zh_CN zh_TW.
If coordinators have concerns, let's work together with IBM to address those concerns.
If coordinators still have objections to upload IBM contributions, the objections will be taken and
IBM will not upload the translations of those languages.
If there is no more inputs, I will create branches to get those translations for review.

3. We discussed batch translations at the Tokyo summit[1].
The suggestion was to do it before the 2nd milestone
so that community translators have enough time to review.
Mitaka-2 is in Jan 16-22. It's quite near.
I will try to catch the date.

If there are any more comments, feel free to propose.
I'm glad to consider any suggestions.
