I'm not an expert, but I believe the relevant repositories have a 
"stable/mitaka" branch:

eg https://github.com/openstack/nova/tree/stable/mitaka/nova/locale

which should contain the files you need.


One thing to keep in mind that the source for those files is: 
https://translate.openstack.org . So, if you come across anything 
needing to be updated, that's the place - the files in the repository 
are automatically made using the translations from that site :)
