I am not sure whether we will have a working session on Barcelona Summit 
or not,
but I think we will have at least i18n contributors meetup.
Previously, we had the contributors meetup on Friday, but as Akihiro 
said, it seems that it is a little bit early to find date and time.

Just FYI - I have found some announcements on openstack-dev mailing lists.
The following were from Mitaka Design Summit held in Tokyo, Japan:
