Our work is done. At the moment infra team is not able to install the 
module in a full automatic and safety way, because DevStack installation 
takes over one hour and it's not clear, if the current version will 
work. So it's necessary to re-install the running version before if new 
installation will fail. It's one of our requirements to refresh DevStack 
once a week.
Topic is mentioned on OpenStack-Infra mailing list. My last idea was 
using container in a way of blue/green deployment inside a OpenStack VM. 
But I think it's not solvable for Newton. For LXD we need 16.04 machines 
and a rollout and lifecircle plan.
