+1 to keep translations on Transifex at the moment.
Translators may want to check their translation history or something.

Daisy today updated the wiki page to match our new translation platform,
and we are
I18N effort is now an official project. One idea is to add I18N team to the
(https://wiki.openstack.org/wiki/Main_Page) "Horizontal teams".
If doing so, it is nice we have a keyword "translation" in addition to
"I18N" (which is less popular than "translation")
Regarding Horizon on Transifex, I marked all resources of Horizon to not
accept translations anymore
because Horizon is one of the major projects which have many translators.
Horizon has just less than 10 resources which accept translations before
that, so it is not a tough work.
On the other hand, we need to mark each resource (each PO file) as such BY
There are hundreds of resources on Transifex, so it doesn't make sense.
