[Openstack-i18n] I18n wiki page is translatable

Thank you for the explain Ian.
I think we could move the wiki pages for language teams
to /I18nTeam/team/<language-code>,
and then keep /I18nTeam/<language-code> for the translation page of
I18nTeam.

How do you think about it, Akihiro?
