[Openstack-i18n] knowing translation team

Hi, Frans

In my mind, there are two ways.

One is to go to https://wiki.openstack.org/wiki/I18nTeam and see "Local
Translation Teams" to check if there is translation team in your chapter.
The other is to go to https://www.transifex.net/projects/p/openstack/ and
request to join your translation team.

If there is no language team in your chapter, you could create one and you
could be the coordinator.
If there is the language team but not so active that you are not be able to
reach, go to the I18n mailing list.
We could discuss and assign another active coordinator.
