[Openstack-i18n] Transifex

In the header of a translation file, there is a list of translators names.
For example, in the header of
http://git.openstack.org/cgit/openstack/horizon/tree/horizon/locale/zh_CN/LC_MESSAGES/djangojs.po
we could see:

pot files in OpenStack repo will not keep the history of statistics
everytime.
