[Openstack-i18n] Horizon/Kilo, string freeze?

Quick update. According to the meeting log of Horizon meeting today,
Horizon RC1 will be planned this week or at latest Monday of the next week.
This means RC1 is cut at latest Apr 13, so the deadline of around Apr
20 seems to work.
