[Openstack-i18n] Allow translators to translate BatchActions

I have made a merge between the current Juno Dashboard translation and the Experimental project and uploaded it into Transifex.
I wanted to know if we were going to lose a lot of translation.
Here is the result for the French language :
Untranslated Strings :
- Current project (Juno) : 87 strings (992 words)
- Experimental project : 132 strings (1,133 words)
For me the difference is not very important and we will be able to quickly manage the missing/new strings.
So I am in favor of this change :)

It is time to decide whether we should have this in Juno or defer it to Kilo.
I created POT file based on this change and uploaded it to Transifex as Daisy requested

As I18N team member, I am happy with this change though there are a couple of things to be improved.
On the other hand, we need to take into account the pain for developers, and we need to discuss this in the horizon team meeting this week (today).
