[Openstack-i18n] Vote results - translation importing policy

RC1 ( Release candidate 1 ) will be happened in this week.
Then, there should be a RC2 (Release Candidate 2) around 2 weeks after
(nobody know the exact date yet)
The final release date is Oct 17th for Havana version.
These 2 RCs and the final release are 3 chances for us to import our
translations.

So the final deadline should be several days before Oct 17th.
I think 5 days before the final release should be a safely time. That is
Oct 12th.
Because you must leave enough time for developers to check in the
translations.

Do I make sense?
