[Openstack-i18n] Horizon I18n update

Could you upload 'en' version of Horizon PO files (source lang) to
if they are not updated automatically next time you have a chance to check it.
According to your information, PO files of the source language will be
by Transifex but it seems not to be updated after 15 hours the update
of PO files were merged
into the Horizon master repository on GitHub.
I checked the Transifex documents, but it just says Transifex polls
the URL "periodically"
and the value of the period is not documented.
