[Openstack-i18n] Release notes

Hi Gabriel,
  Please don't create just pt page. I think some people use just pt for
translations for pt_PT. But, it will be good if country code will be used.
That way people can differentiate that pt_PT is specifically a "Portuguese
Language translations for Portugal" and they are not for people using pt_BR.
