[Openstack-i18n] Release notes

I think either is okay.

The reason I use "ja" for Japanese is "ja" is more common than "ja_JP"
in Japanese
because Japanese is used in one country.

I don't know the difference between pt_PT and pt_BR.
If your translation covers pt translation, pt looks appropriate to me.
Otherwise pt_BR sounds good.
This is just my opinion.

(Or I think you can use redirect in MediaWiki.)
