<div>Maoshuai has stated that the file recommended in the admin guide – that Admins can restrict which users can create volumes in the nova/policy.json file – is incorrect. </div>

<div>Operations related to creating volumes are, in fact, controlled by the <b>cinder/policy.json file</b>, and the service name mentioned in the docs need to change<b>.
