[OpenStack-docs] Release manager required for Mitaka

I’d be willing to support and share this role with Brian, and believe there is some value in having an HA element to this process (in addition to building experience of the contributor pool)

I'd be interested in taking this on, as I was planning on learning more about the release process anyway. That said, if someone else has a keen desire to take on the role I'm happy to work together with them or just be an observer.

The role is to coordinate that all pages and documents are published in time, using https://wiki.openstack.org/wiki/Documentation/Release as a guide. Unlike previous releases, Release Notes are not required this time around, which makes the job much easier (thanks Reno!). It really is just about coordination and ticking things off the list, more than making actual changes, and should only take a few hours during release week (4-8 April). Andreas and Anne will be able to back the release manager up (as will I), so this is a great opportunity for someone to step up.
