[OpenStack-docs] Some housekeeping on docs.openstack.org

Considering these are all *developer* docs, can we not remove all the old
references? Developers should be developing on master :)

Less aggressively, can we remove some of the point releases from old
versions? I doubt 2013.1 is different from 2013.1.5 (or 2013.1.1, 2013.1.2,
... etc), as we don't backport doc fixes.

There are also old files that have been renamed, but the build html still
lingers, as far back as 2012 (see keystone.*.html)
