to move forward with the spec, we should really agree on what we want as
policy: What content do we want to be moved? Will we remove old content
or should it stay forever?

Lana, can you drive gathering these requirements, please?

Also, who's going to help with the implementation? To move over old
content, some marker files need to be added to the content (item #6 of
spec) - and Jim needs help with this and other steps,
