Open Stack

Greetings from Austin, Lana, Brian and myself just had a kind of hallway 
discussion and suggested to move the RST version version the Operations 
Guide into openstack-manuals.

Does anybody see problems with that? Otherwise let's do that before we 
tackle the rest of the RST conversion.

The move over will loose the history of those files but there hasn't 
been that much work on that, the focus was on RST conversion so far.
