[OpenStack-docs] [install-guide] Status of RDO

Ultimately I defer to Lana, but I believe that the suggested patch [1] is
the way to go. I see from discussion there that packages are available,
but I'm not confident that the RDO material has been tested enough to
publish tomorrow. It seems to be that the most prudent course is to
complete testing with the latest packages first, then publish.
