[OpenStack-docs] Tox version 1.7.0 and 1.7.1 are broken

This change, particularly the new command "tox -e build -- NAME" does not
work for documents with conditionals such as the installation guide and
produces useless output. For the installation guide, continue to use "tox
-e install-guides" or the distro-specific variations.
