Open Stack

Anne, Doug, and myself have been chasing some problems with the User 
Guides on IRC last night (duplicate content, missing NEXT/PREVIOUS) and 
we discussed separating the guides again.

There's no real benefit in having them in one directory and moving them 
apart make

As part of this, I created a separate common-rst directory to share 
files with.

This found a bug in in our translation setup, so we need an 
openstack-doc-tools 0.28 release before we can enable translations for 
the changed setup.
