[OpenStack-docs] RST line length

79 characters?  I got errors on 70-character lines.
When I run checkniceness locally, I'm getting line-too-long errors for the glossaryand for other files that are not causing Jenkins to fail.

The current limit should be 79 characters for RST files (that's doc8's 
default), if it's not we can change it to use that value (or any other 
as desired).

Note that we disabled the line length check for openstack-manuals since 
it caused some problems during the User Guide RST conversion. Patches to 
enable it again are welcome,
