[OpenStack-docs] Freezing Cloud Admin Guide XML development

Looks like we all agree that Anne's suggestion is the best approach, so
let's go with that.

During the migration period, if a patch is submitted for the Cloud Admin
Guide, please ask the contributor to submit the change for both the XML and
RST versions of the doc.
