[OpenStack-docs] list numbering in RST documents when using .. only::

It doesn't help when you have a different number of steps for each OS as in
Christian's example, but you can manually set a number and subsequent
numbering using #. will pick up from there.

For example:

#. foo

.. only:: ubuntu or debian

   2. bar

.. only:: rdo or obs

   2. foobar

3. barfoo

#. nextstep


 Result for ubuntu/debian:

1. foo
2. bar
3. barfoo
4. nextstep

Result for rdo/obs:

1. foo
2. foobar
3. barfoo
4. nextstep
