I agree. 

The simplest solution is for reviewers to make editorial comments and omit a
vote, and for contributors to opt to address those editorial comments.

What about a "cleanup" tag in the commit message? I think opening a bug
report for each clean up of a review request will end up with a lot of
similiar bug reports who nobody cares about.
