[OpenStack-docs] [install-guide] use debug=True

In my experience, debug mode generates too much information for most new
users to understand. I suggest we stick with verbose mode and add a note
somewhere to mention debug mode in case the deployment doesn't work...
perhaps in the "launch an instance" chapter.
