Yes, it looks like another case of
https://bitbucket.org/pypa/bandersnatch/issue/51 (an unsolved bug in
the mirror software we're using). I have manually installed the
missing file on our mirrors for now and rechecked a change to
confirm it's working as intended. Apologies for the disruption, but
looks like you should be unblocked now.
