[Openstack-docs] convert the HA guide from AsciiDoc to DocBook

I'll get started on the structure and the rest of the chapters in the
meantime.
Question, though: I'd hate to try and put this through as one huge review;
I'm thinking instead maybe one bug for the general changeover, then one bug
each per chapter? I can have everything ready to go to start, and once the
book framework's been merged, we can run the chapter reviews concurrently
to minimize disruption.
Locally, I've already got the framework in and I'm adding chapters (keeping
in mind that I'll have to re-add Joseph's content when he's finished).
Thoughts?
