Just noticed that our jobs do not handle icehouse properly - I hope this
fixed it:

And we need this patch in our branch for building:
https://review.openstack.org/#/c/93124/
I'll push these forward myself and suggest that for now no patches for
stable/icehouse get approved until we've verified that everything works.
If you look at 93124, you see that the Install Guide and Config
Reference have file names with trunk in it - they should have
stable/icehouse.
