[Openstack-docs] api-ref-guide publishing

I've reworked the pom so all PDFs got to a single directory.

Here's what will appear on these pages:

On http://api.openstack.org/api-ref-blockstorage.html -> publish
api-site/api-ref-guides/target/docbkx/webhelp/api-ref-guides/api-ref-blocks
torage.pdf
On http://api.openstack.org/api-ref-compute-v2.html -> publish
api-site/api-ref-guides/target/docbkx/webhelp/api-ref-guides/api-ref-comput

On http://api.openstack.org/api-ref-compute-v2-ext.html -> publish
