[Openstack-docs] Training Guides becoming a project in its own right?

Yes, this move simply organizes the docs program with more repositories
rather than directories under one repository.

Ideally the doc content is re-used in the training guides, and the training
group supplements with objectives, scripts and quizzes that are unique to
the needs of a training class.
