[Openstack-docs] Patch for automated Debian installations

So, trying to summarize this thread...

1) For each "screen" (step) in debconf, we shall provide a description of
what it accomplishes in the associated configuration file(s).

2) For each patch potentially affecting Debian, include Tom Goirand in the
review process.
