[Openstack-docs] Gating update - publishing should be green

I'd like to give a short update on gating:

OpenStack infra changed the setup so that Jenkins now always destroys a
node after building - and thus have a clean node each time.
Now, when mvn is called, it needs to download lots of files into the
.m2 repository (previously this was done once and not at every invocation).
Now, the scripts started mvn jobs in parallel - and so we got a race
between these downloads and corruption of the .m2 directory.

I fixed this race and a building bug (see below) today and Anne
immediately released version 0.8.2 of openstack-doc-tools.

The building bug was that the script was ignoring build errors.

Thus, we had a couple of guides not publishing properly due to build
errors which I fixed. I tried to check that everything is building fine
now but if you notice anything strange, please tell me and I'll have a look,
