[Openstack-docs] Bug closing with commit messages

Hi all,

This note to the openstack-dev mailing list describes the changes to the
ways you can close bugs or set them to partially fixed:

Today I discovered and fixed a problem with the automated closing of bugs
by creating an openstack-doc-bugs list on Launchpad and adding
openstack-doc-core to it.

This fix should enable header style references when referencing a bug in
your commit log.

    Closes-Bug: #1234567 -- use 'Closes-Bug' if the commit is intended to
    fully fix and close the bug being referenced.

    Partial-Bug: #1234567 -- use 'Partial-Bug' if the commit is only a
    partial fix and more work is needed.

    Related-Bug: #1234567 -- use 'Related-Bug' if the commit is merely
    related to the referenced bug.


The old "bug: nnnnnn" convention will automatically use Closes-Bug.
