    Implements complete project isolation filter
    
    Implements the "ProjectsToAggregateFilter" filter scheduler.
    If the metadata "projects_to_aggregate" is defined in an aggregate,
    instances from that specified projects can only be created on hosts
    belonging to that aggregate.
    
    Implements: blueprint multi-tenancy-isolation-only-aggregates
