    Add a slave db handle for the SQLAlchemy backend.
    
    Currently there are many read queries performed by the Openstack
    project which could be offloaded to clusters of replication
    slaves. This patch adds a new configuration option:
    slave_connection.
    
    Implements: blueprint db-slave-handle
