    Add GroupEvenSpreadWeigher for nova scheduler
    
    GroupEvenSpreadWeigher allows to spread instances from definite
    group between all accessible hosts. It is necessary to pass a
    scheduler hint, using group as key and name of the group as value,
    when booting an instance.
    
    Add tests for this weigher.
