In my environment, it works well.
I run "tools/generatepot" command, maybe your tool, 
and get the expected strings "<link xlink:title=.. xlink:href=..>".

Perhaps, the bug had been fixed.
I use gnome-doc-utils-0.20.10-3.fc18 at Fedora 18.

Could you please tell me your environment?
