Hello Tom, David, Daisy,

I'm also working on Operations Manual translation with Tomoyuki (Kato-san).

BTW, this issue would be almost universal for any language translation teams.
I'm wondering if other teams have the same problem.
Daisy, what about Chinese translation case?

As for English characters, you can assume they are available in almost any
Japanese fonts, I think.

One popular 'free' Japanese font is 'Takao Font'. (*1)

Here, Takao Font is one of derivatives of the IPA font:
   http://ossipedia.ipa.go.jp/ipafont/index.html#en
and IPA stands for 'Information-technology Promotion Agency, Japan',
one of govermental organizations which promote Open Source Software
related activities in Japan.

Now, Takao Font looks like being the default Japanese font 
in L10N version of Ubuntu after Ubuntu 10.04.

In this sense, unfortunatelly there is no concensus on
'preferred' free Japanese font in Japan there, but anyway we can proceed
the process, I think.

One more thing is that usually Takao Font is installed on Windows/Mac, but
in my understanding some alternate fonts should be used in the case, and
embedding is another solution (although it makes the file size bigger...).
