    Adds an openstack api extension to manage spare servers.
    
    WORK IN PROGRESS - comments on the api methods much appreciated
    
    Host servers can be labeled 'spare' which stops new VMs going on them.
    
    Then later if the server is needed for an emergeny evacuation or chassis
    swap it will be ready to go.
